"Science via quantum physics has indicated water can hold thoughts and emotions".

Do you have a link to something that could verify this?

The Catholic Church, which is the original Christian Church, accepts the priesthood of all believers, but also professes the original Christian teaching of a sacramental/ministerial priesthood in three orders: bishops, priests, and deacons. Only these can consecrate holy water.

Although ordinarily the priest is to administer baptism with holy water, in other circumstances (such as a layperson baptizing or with ordinary water) the baptism is still considered a valid sacrament.

In protestant circles which affirm the priesthood of all believers any believer can initiate another through immersion in water. No specialness of person required.
